Hawaii considers penalties for ‘harming’ sharks and rays

Hawaii : Penalties Considered for Killing, Harming Sharks and Rays. House Bill 2380, from Rep. Nicole Lowen, would create penalties as high as $10,000 for any person who knowingly captures, harms or kills sharks and rays within state waters.
